      Description
      General Summary
      Plans and directs Information Technology System (ITS) operations through effective planning, staff management, resource allocation, and sound fiscal practices; directs ITS programs, including help desk services, business applications, computer hardware/software management, technology procurement and contract management, training, network engineering and administration, performance monitoring, storage provisioning, backup and recovery, server delivery, capacity planning, telecommunications, disaster recovery, and security compliance; coordinates IT activities with other agency departments, outside agencies, consultants and vendors; supports transit functions that operate 24 hours a day / 7 days a week at multiple agency facilities within the valley.
      Responsiblities

      • Provides strategic direction and technical guidance on all information technology initiatives for the agency (light rail and bus operations); develops future information technology vision and plan, establishes information technology infrastructure, as well as critical business applications architecture to anticipate and enable growth and improve efficiencies throughout the organization.
      • Monitors and evaluates the quality, efficiency and effectiveness of IT service delivery methods and procedures; IT outcomes are: excellent user support, system reliability (99.9% up time), performance, and implementation of cost-effective and cost-efficient IT solutions which create greater work productivity within the agency.
      • Responsible for planning the process of integrating applications that are critical to business operations and employee productivity including the installation, upgrading, and daily maintenance of software applications and hardware systems (e.g. PCM, Exchange, SharePoint, Sage/Financial, Ventyx Ellipse/Maintenance Management Systems).
      • Manages and participates in the development and implementation of goals, objectives, policies, procedures and work standards for the division.
      • Monitors and evaluates IT security programs including adherence to Payment Card Industry Data Security Standards (PCI DDS Compliance); and maintains appropriate documentation and record keeping.
      • Develops and implements IT contingency and disaster recovery plans; ensuring the continual functioning of mission critical operations.
      • Provides technical direction, leadership, guidance and support to assigned staff; includes work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
      • Maintains knowledge of information technology trends for transit agencies and formulates appropriate action necessary to ensure that agency systems continue to operate in an effective and efficient manner. Develops business networking relationships with peer agency IT leaders.
      • Develops annual IT operating budget; and forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.
      • Coordinates and collaborates with other departmental staff to form strategies, plans and solutions for the department and information technologies functions, staffing and organization.
      • Makes presentations on alternatives and recommendations of plans and solutions for agency IT activities.
       Qualifications
      • A Bachelor’s degree in information systems, computer science, or a related field AND eight (8) years of IT project management, network administration and technical support experience, including five (5) years direct supervisory experience in a management administrative capacity, or advanced technical leadership. Other combinations of experience, education and training that meet the minimum requirements may be considered.
      • Developing and implementing strategies and goals for agency-wide technology infrastructures and services
      • Designing and developing effective departmental structures, roles, and responsibilities
      • Building morale and group commitments to goals and objectives
      • Staying abreast of technology advances, trends and issues and evaluating them for organizational relevance
      • Identifying and meeting the needs and expectations of internal and external customers
      • Ensuring agency-wide data security and disaster recovery; and Payment Card Industry Data Security Standards (PCI DDS Compliance)
      • Involving stakeholders in making decisions and considering diverse and potentially conflicting needs.
      • Knowledge of software, hardware, networking, Wi-Fi, mobile devices and communication technologies and their strategic application to the public transportation industry is highly desirable.
      • Valid Arizona driver’s license
